Pontão do Leblon - Yes! Pontão do Leblon is a consistent surf spots. Maybe isn't very consistent, because in the summer almost there aren't waves in Rio de Janeiro, but in the winter there are good waves in Brazil (not so big and perfect as others places, as Hawaii or Chile). If you want get big waves in Brazil, Rio is the best place to stay, mainly in Saquarema and Rio de Janeiro city. I live in Copacabana and I surfed good waves on leblon in last winter. Consistent, with many days in the week with waves' 6 feet. When come big swells in Rio, Pontão is the one of best place to surf. I saw many times Leblon very big, with waves of 10 feet. But the water is very poluted...
